Interesting Cowen factoid II

"According to the Air Force, keeping an unmanned predator drone in the air for twenty-four hours requires about 168 workers laboring in the background." -- Average Is Over, p. 20

  1. What does that mean, exactly? Is it counting the turnover in workers because they only work 8-hour shifts?

E.g. to keep a predator drone up for 48 hours, does that require 168 workers too?

    1. I'm guessing that, yes, it counts the shift turnover, and that the 48 hour answer would be the same.

But hey, I'm just quoting Cowen.
